Japan has made significant progress toward its long-term goal of welcoming 400,000 international students by 2033. According to a recent report by ICEF Monitor, the country has already exceeded a key benchmark—reaching and surpassing its pre-pandemic level of 312,000 international students by May 2024, three years ahead of schedule.
Latest data from the Japan Student Services Organization (JASSO) shows that there are now 336,708 international students studying in Japan, marking a 21% increase over the previous year. This strong growth trajectory positions Japan favorably to meet, and possibly surpass, its 2033 target.
Strong Growth from Asia Drives Numbers Up
A vast majority—92.5%—of international students in Japan hail from other parts of Asia. Students from China, Nepal, Vietnam, Myanmar, and South Korea account for nearly 80% of total enrolments. Among these, Nepal recorded particularly notable growth with a 70% year-on-year increase in student numbers.
Most international students (96%) are self-funded, while a smaller portion receive scholarships from the Japanese government or their home countries. Higher education institutions attract the majority of students, accounting for 68% of all enrolments. Within this group, 40% are enrolled in undergraduate or junior college programs, 25% are in graduate studies, 33% are attending professional training colleges, and 2% are in university preparatory courses. Japanese language schools comprise the remaining 32% of enrolments.
Geographically, Tokyo and Osaka continue to be the top choices for international students, with the Kanto and Kinki prefectures together hosting over 75% of the foreign student population. In terms of academic interests, 70% of students are pursuing degrees in humanities or social sciences, while 14% are enrolled in science and engineering programs.
The Japanese government’s commitment to internationalising its education system is evident in its expanding student base and targeted policy approach. With such momentum, Japan remains an increasingly attractive destination for students seeking both academic growth and cultural exchange in Asia.
