US Tightens Student Visa Rules Amid Wider Immigration Crackdown

The United States has moved to toughen its student visa system, issuing new policy guidance that calls for closer scrutiny of international applicants. The updated rules, released by the US Citizenship and Immigration Services (USCIS) and supported by a Trump-era proposal, raise the bar for foreign students, cultural exchange visitors, and international journalists seeking to enter or remain in the country.

Stricter Background Checks and Ideological Screening

Under the revised guidance, USCIS officers are directed to conduct broader background checks on visa applicants, examining immigration history, family ties, and any signs of support for anti-American or terrorist ideologies. The manual makes clear that endorsements of extremist or antisemitic views could trigger denial or revocation of visas. Officers are also required to apply discretionary judgment, weighing positive and negative factors before granting or renewing student visas.

The proposed regulation further reshapes the visa landscape by replacing “duration of status” flexibility with fixed caps. International students on F visas and cultural exchange participants on J visas would face a four-year limit, while journalists holding I visas would be restricted to 240 days. For Chinese and Hong Kong passport holders, I visas could be capped at just 90 days. Extensions would be possible but add new procedural hurdles for those pursuing long-term study or work in the US.

Concerns Over Global Competitiveness

The policy shift comes at a time when the US hosts nearly 1.6 million international students, 355,000 cultural exchange visitors, and 13,000 foreign journalists. Critics, including immigration watchdogs and global education bodies such as NAFSA, warn that the new framework could undermine America’s role as a leading destination for higher education and research. They argue the added restrictions risk discouraging talented students and professionals who might instead look to other countries.

The move aligns with broader Trump-led immigration measures, including revoking thousands of student visas for overstays, tightening H-1B scrutiny, and reviving neighbourhood visits to assess citizenship applicants’ character and loyalty. Supporters contend the changes will strengthen oversight, while opponents see them as another barrier to America’s global engagement.
