This recalibration became especially evident after 2023, when the UAE government empowered key federal agencies, including the Ministries of Culture and Sports and the Abu Dhabi Residents Office, to proactively identify and attract high-value professionals worldwide. The revised approach emphasises applicants’ ability to contribute meaningfully to local sectors—through technical expertise, entrepreneurial leadership, or specialised knowledge—over mere financial investment.

Rising Numbers Reflect Strategic Talent Acquisition

Industry analysts highlight that the Golden Visa program’s focus on emerging technologies and sustainability sectors has gained significant momentum. Recent figures reveal that in 2023 alone, Dubai issued approximately 158,000 Golden Visas, demonstrating both the scale and effectiveness of the initiative. Of the recipients, a substantial portion includes professionals from banking, finance, and non-banking sectors, many of whom hold roles related to AI and climate change.

This evolution reflects the UAE’s ambition to solidify its status as a global hub for finance and innovation. The influx of capital into the country has created a parallel demand for executive talent—CEOs, CTOs, AI consultants, and infrastructure architects—capable of scaling sophisticated operations.
