The tariff, implemented as a response to Russian military actions, failed to achieve its intended objectives. Instead, it left PerenniAL in a precarious position, exacerbated existing challenges, resulting in a million-ton import deficit of raw aluminium to the U.S. The impact on the American aluminium industry was far-reaching, introducing supply insecurity, escalating transportation costs, triggering price hikes, and contributing to inflation. Hesse reflects on this experience, contemplating alternative solutions that extend beyond being a victim of governmental policies. For him, innovation was the key to emerge from this challenging global trade scenario.

Reflecting on the challenges posed by governmental policies, Hesse contemplates a shift in perspective. Rather than being a victim of policies causing a deficit, he suggests conveying solutions to lawmakers that address the problem of adequate sourcing of consistent imported, replacement aluminium. His proposal includes focusing U.S. foreign aid to promote equatorial countries’ exploitation of bauxite and its conversion into exportable aluminium raw material. This, he believes, could promote a positive and useful foreign assistance objective while guaranteeing adequate supplies of aluminium for import into the American market and expects to explore this further through additional upcoming industry forums.
