An autonomous research and development institute is defined by certain distinctive characteristics in terms of its traditions and value orientations, vision for the future and how it addresses the expectations of society. The role of its administrators and staff is crucial in designing and implementing its quality policy and plans. The stated mission of the institute finds fruition in the policy statements and action plans for all operations and in their incorporation into the institutional strategic plans. Interactions and consultations with stakeholders blaze a trail to proper support for policy and planning, through need analysis and research inputs, bolstering up the culture of excellence and espousing innovation. These goals are attained through periodic evaluation of the performance of the institute and absence of undue interference will lead to stated objectives and goals, by providing technical and financial support to the institute to actualize the expectations of stakeholders and translate the policies and frameworks of the country into tangible outcomes. Evaluation of feedback and suggestions from stakeholders always pave the way for organizational upswing.

Good governance of an institute calls for constant vigil on its functioning, through audits, performance appraisals, accountability checks about the achievement of benchmarks, commitment, leadership and involvement of the administration for effective and efficient research activity and development trajectory and zero tolerance to corruption. Ideally, the administration of an institute brings leadership and confidence to bear on the day-to-day governance of the institute, by exemplifying by word and deed, the values of hard work, integrity and commitment which will be emulated by the institute’s personnel. Devolution of authority and operational autonomy and the promotion of participative management and absence of undue interference will lead to the satisfaction, admiration and appreciation of stakeholders – not to speak of substantial accomplishments.

In concrete terms, planning, distribution of work, monitoring, analysis of outcomes and remedial action are best assigned to committees – which will cumulatively define the characteristics, creative ambience and the work ethos of the institute.

A formally stated quality policy, a perspective plan for development of the institute are a sine qua non in today’s scenario of dynamic and constant paradigm shifts in research. The need to respond to the changes and being relevant to evolving demands are crucial to be in tune with emerging developments, the institute must forge and foster memorandum of understanding and collaboration with other institutes at home and abroad which are engaged in cognate areas of research.

The quality improvement strategies of the institute need to factor in the following: development templates; community engagement initiatives; human resource management /professional development and empowerment of personnel through training , retraining and motivating the employees for the roles and responsibilities they perform; industry interaction; staff involvement in improving the effectiveness and efficiency of the institutional processes; performance appraisal system; measures to muster and retain exceptional employees; mechanism to monitor effective and efficient use of financial and infrastructural resources.
